An SEO agency is a partner that helps your website move up in Google’s search results for the queries your customers actually use. The work is split into three parts: the technical side (can Google read the site), the content side (does the page answer the query) and the authority side (do other sites link to you).
In practice, this means monthly work, not a one-off project. A typical month looks like this: analysis and query selection, improving existing pages, producing new content, fixing technical errors and measuring based on Google Search Console and analytics. How to choose an SEO agency: five questions to ask
The fastest way to tell providers apart is to ask five questions and see how specific the answers are.
1. Which queries would you target for me, and why?
A good partner names specific queries along with their volume and competition, and explains which page would answer each query. A weak answer is “we will optimize your keywords.”
2. What will you do in the first three months?
Ask for an action plan, not a promise. The first months usually go into technical cleanup, rewriting existing pages and setting up measurement. If someone promises first place right away, that is not SEO, it is a sales pitch.
3. How do you measure results?
The only numbers that count are inquiries and sales. Rankings and impressions are intermediate steps. If an agency only talks about rankings, the most important part goes unmeasured. In our experience, the most common mistake is exactly this: conversion tracking is not in place and nobody knows where the inquiries come from.
4. Who will actually work on my project?
In a small market, it is common for an experienced person to attend the sales meeting while someone else does the day-to-day work. Ask for a name and for the number of hours per month that will actually go into your project.
5. What happens when the partnership ends?
All content, access credentials and data must remain yours. If the agency keeps the Google Search Console or analytics account under its own name, that is a red flag.
What SEO costs in Estonia
In the Estonian market, SEO pricing falls roughly into three groups. A one-time audit with an action plan usually lands between 500 and 1,500 euros. Monthly work on a small or medium-sized website starts at around 500 euros per month, and for an online store or a highly competitive field it ranges from 900 to 2,000 euros. Larger projects with multiple languages or thousands of product pages go higher than that.
The price depends on three things: how much content needs to be produced, how broken the technical side is and how strong the competition in search is. If an offer is considerably cheaper than the others, ask how many hours per month it covers. Usually it turns out that the money buys a couple of automated reports and no actual work.

When you do not need an SEO agency
The honest answer is that SEO does not fit every situation. Three cases where the money is better spent elsewhere:
- The website is technically broken or too old. If the site loads slowly, does not work on mobile or the content cannot be managed, the foundation needs to be fixed before SEO. In that case, start with updating the site instead: see website development.
- You need customers next week. The first SEO results usually come in three to six months. If cash flow is tight, Google Ads is the faster route.
- Nobody is searching for the product. If nobody searches Google for your solution, there is no demand there to capture either. In that case, social media or direct sales is the right channel.
Agency, freelancer or in-house hire
A freelancer is cheaper and more flexible, but one person cannot cover the technical side, content and analytics all at once. An agency brings multiple skills and replaceability, but is more expensive and needs a clear agreement on who does what. An in-house hire pays off when SEO is a permanent and significant part of sales, because the salary cost is monthly even in the months when there is less work.
